Actions Taken by the Georgia State Board of Barbers at its December 10 Meeting

Macon, Ga.—The Georgia State Board of Barbers held its bi-monthly meeting on Monday, December 10.

The Board voted to accept fine monies and close the citation cases against the following:           

  • The Master’s Den Barbershop, Statesboro
  • Timothy Gresham, Jefferson
  • Gene’s Barbershop, Albany
  • Dee Jay’s Barbershop, Stockbridge
  • The Perfect Image Barbershop, Statesboro
  • Baseline Styles Barbershop, Fairburn
  • Ernesto’s Cuts Barbershop, Atlanta
  • Gental Men’s Den Barbershop, Mableton
  • Salon 2000, Albany
  • Southern Men Clip Joint, Conyers
  • Old Salem Barbershop, Conyers

The Board voted to accept the following Voluntary Cease and Desist Orders for performing services without a license:

The Board voted to refer the following salons or shops to the Assistant Attorney General’s Office for revocation of license due to unpaid citations. The citations were upheld by an Administrative Judge.

The Board voted to refer the following cases with unpaid fines to the Assistant Attorney General’s office. In each case, the salon or shop owner will be given 30 days to pay the citation. If the citation is not paid, the Assistant Attorney General will seek suspension of the owner’s personal license until the citation against their salon or shop is paid in full. The citations were upheld by an Administrative Judge.

The Board voted to accept the advice of the Assistant Attorney General on the legal authority for amendments to the following rules:

  • 70-2-.01, Application for School License: Updates and includes additional requirements for school licensure.
  • 70-2-.02, Required Inspections and Licensing: Updates and clarifies the expectation for the school inspection process.
  • 70-2-.03, License to Operate a School, Ownership or Relocation: Updates the school owner obligations in change in ownership, expansion, re-location, instructors, student kits and records.
  • 70-2-.08, Application for Barber Shop License: Updates the terminology in the rule to clarify the intent.
  • 70-2-.11, Posting of Licenses, Laws and Rules, and Inspection Reports in Schools: Updates terminology and clarifies required postings to include specific electronic versions.
  • 70-3-.01, Barber School Equipment: Updates required Barber School Equipment.
  • 70-3-.02, Barber School Curriculum: Updates the School curriculum and adds additional requirements and adjust hour requirements.
  • 70-3-.03, Barber Instructor Training Curriculum: Changes the terminology of teacher to instructor.
  • 70-3-.04, Curriculum Requirements for Master Cosmetologists or Hair Designer to Become a Barber: Updates the cross-over training curriculum to be inclusive of all cosmetology professions and indicates required hours in each course.
  • 70-4-.01, Facilities: Changes the terminology of Quarter to Facilities and provide a definition of such.
  • 70-4-.02, Use of Facility for Home Shop: Updates terminology and defines a home shop.
  • 70-4-.03, Facilities (salon/shop): Updates the terminology for a commercial salon/shop.
  • 70-4-.04, Cleanliness: Makes rule inclusive of having safe working equipment.
  • 70-4-.05, Plumbing, Hot and Cold Water: Indicates requirements of municipal sewage systems or approval of other systems by designated officials.
  • 70-4-.06, Apprentices: Outlines the professions that can not train an apprentice in a Barbershop.
  • 70-4-.07, Employment of Cosmetology Licensees in Barber Shops: Updates the rule to be inclusive of hair designers, nail technicians or estheticians.
  • 70-4-.08, Posting of Licenses, Rules and Inspection Reports: Updates terminology and includes the use of online verification of licensure.
  • 70-5-.01, Shampoo Equipment: Updates terminology within the rule to the word sanitized.
  • 70-5-.02, Linens: Specifies how clean towels should be stored.
  • 70-5-.03, Sterilization: Includes the sanitation of hands prior to servicing each patron.
  • 70-5-.04, Waste, Garbage and Trash: Provides for the exclusion of stale food and soiled dishes.
  • 70-5-.05, Cleaning of Implements: Adds the term disinfected.
  • 70-5-.07, Pets: Indicates the exceptions for animals in a barber facility.
  • 70-6-.01, Applicants for Barber License by Examination: Includes the wording required documentation and fee.
  • 70-6-.02, Applicants for Instructor’s License: Changes the term of teacher to instructor.

Public Notice on the purposed rule changes will be posted and public comment taken in a public meeting before the Board votes on proposed rule changes.

The next meeting of the Georgia State Board of Barbers will be held on Monday, February 25, 2008 at 9 a.m. at the Professional Licensing Board in Macon.
