At the close of the Revolutionary War, as General GeorgeWashington prepared to return to private life, he outlined his observations on the state of the affairs in the new nation in a circular, June 14, 1783. The letter or circular was sent to each governor of the thirteen states, including this one, addressed to the governor of Georgia.
